We invite you to apply to join our team as a full-time (40 hours per week), non-exempt Building Superintendent for Moss Justice Center. The purpose of this position is to plan, supervise, and perform multiple skilled trades to include electrical, mechanical, plumbing, carpentry, locksmithing; includes high security door locking systems, HVAC, and technical trades associated in the repair and maintenance of multiple County facilities and grounds, which also includes performing maintenance within the Detention Center, Prison facilities, and Parks, also performs related supervisory, administrative, and technical work as required.

Work Schedule: Monday - Friday, 7:00 am - 4:00 pm (40 hours per week)

Essential Duties and Responsibilities:

  • Supervises assigned maintenance personnel and reviews work of subordinates.
  • Assists with developing and implementing the departments' annual budgets.
  • Develops policies for staff for accessing minimum and maximum jail security facilities.
  • Responds 24/7 to emergency maintenance related calls - requires driving ability.
  • Serves as project manager for major maintenance and renovation projects.
  • Performs lawn maintenance and landscaping on County grounds and Park
  • Conducts computerized monitoring of heating and cooling systems, adjusts as needed.
  • Inspects facilities and equipment to ensure proper and safe conditions and operation which requires driving county vehicles to all facilities as needed.
  • Establishes and maintains an efficient work order system, ensures timely completion.
  • Develops short- and long-range planning, maintenance standards, and schedules.
  • Monitors and repairs fire alarm, fire suppression, and security door hardware.

Other Duties:

  • Oversees work performed by outside contractors and participates in contract negotiations and selection of contractors.
  • Develops and maintains records for Building Maintenance, which is a requirement by ICE (Immigration Customs and Enforcement) to ensure the proper housing of detainees within the Detention Center is being met.
  • Assists with inspections performed by State Fire Marshal, Department of Corrections, State Elevator Inspector, Annual Fire Alarm, and Fire Suppression inspections and DHEC. Receives and responds to inquiries, concerns, complaints, and requests for assistance.
  • Performs general administrative/clerical work as required such as purchase requisitions for parts, supplies, materials or for service calls. Maintains work-order requests and reports.
  • Responds to safety suggestions or concerns, takes necessary action.
  • Maintains accurate records of department equipment, tools, supplies, and other materials.
  • Monitors contracts with vendors that provide various services.
  • Troubleshoots, services, or repairs HVAC and refrigeration equipment, electrical systems, and plumbing.
  • Performs all types of construction.
  • Troubleshoots, services, maintains, or replaces door hardware, commercial and residential laundry equipment, commercial and residential kitchen equipment, gas and electric water heating systems and dispensers, and generators.
  • Performs monthly inspections on elevators, fire extinguishers, emergency lighting, and carbon dioxide detectors. Performs general grounds keeping as required.
  • May supervise and direct work assignments of inmates or trustees while in the Detention Center or Prison.
  • Operates a vehicle, forklifts, aerial lifts, mowers, tractors, skid steers, and tools associated with the various maintenance trades.


About you -
Experience and Education:

Requires Associate's degree, vocational technical degree, or specialized training that is equivalent to satisfactory completion of two years of college education with emphasis in facility management, industrial maintenance, construction trade(s) or a closely related field.

Certifications and Licenses:

  • Must possess CJIS (Criminal Justice Information System), Aerial Boom Lift (man-lift) Certification, Forklift Certification.
  • Requires valid state driver's license.

Applicants with equivalent experience and/or education may be considered.

Knowledge, Skills and Abilities/Attributes:


  • Knowledge of multiple trades of the construction and maintenance field; electrical, plumbing, carpentry, painting, welding, HVAC, and refrigeration.
  • Knowledge of operation of boilers, chillers, chill-water and hot-water pumps, heat pumps, gas pack systems, etc.
  • Knowledge of local and state rules, regulations, and laws regarding building codes and fire/life safety codes/requirements.
  • Knowledge of the organizations' policies, procedures, and protocols.

    Skills, Abilities/Attributes:

  • Ability to speak the language/jargon of the various maintenance trades.
  • Ability to utilize office computer/laptop computer or iPhone.
  • Ability to read building plans/prints or schematics.
  • Ability to utilize the various tools and equipment pertaining to the maintenance field.
  • Ability to communicate effectively orally or in writing.
  • Ability to operate fire alarm/fire suppression and security systems.
  • Ability to prioritize work requests.
  • Ability to perform various job duties in hostile and potentially life-threatening environment such as a detention center and prison.


Physical and Dexterity Requirements:

Requires work involving: sitting, tasting, or smelling under 1/3 of the time; standing, walking, gripping or feeling with hands, reaching with hands and arms, climbing or balancing, stooping, kneeling, crouching, or crawling 1/3 to 2/3 of the time; talking or hearing over 2/3 of the time; and lifting more than 100 pounds under 1/3 of the time.

Vision Requirements:

Close vision (clear vision at 20 inches or less), Distance vision (clear vision at 20 feet or more), Color vision (ability to identify and distinguish colors), Peripheral vision (ability to observe an area that can be seen up or down or to the left and right when vision is fixed on a given point), Depth perception (three-dimensional vision, ability to judge distances and spatial relationships), Ability to adjust focus (ability to adjust the eye to bring an object into sharp focus).

Potential Environmental Conditions/Hazards:

The job may risk exposure to indoor environment, outdoor environment, noise, extreme temperatures, vibration, moisture and/or humidity, dust, fumes, gases, poor ventilation, electrical hazards, mechanical hazards, chemical hazards, explosive hazards, burn hazards, and potential for violence/physical altercations. Working around detainees within the Detention Center and inmates within the Prison there is the potential for exposure to blood-borne pathogens and tuberculosis (also at York County Health Department).
