ABOUT OUR OPPORTUNITY

We invite you to apply to join our team as a full-time (40 hours per week), Clerk II within the Tax Collections Office in Rockhill. This position will perform moderately clerical and technical accounting work in collection of current and delinquent County taxes, utility, and landfill fees, to provide professional customer service at all times, and to perform related work as assigned, prioritizing tasks in an ever-changing work environment.

Work Schedule: Monday - Friday, 8:00 am - 5:00 pm (40 hours per week)

Essential Duties & Responsibilities:

  • Greets and assists customers at the window, answers the telephone, provides information, or forwards calls to the correct department.
  • Calculates, collects, receipts, records, and deposits tax payments, penalties, fees, fines, and other money.
  • Balances daily collections, locates errors, and makes corrections as needed, prepares daily collection reports.
  • Issues refunds for overpayments and for changes to vehicle and real estate tax bills.
  • Issues vehicle decals upon payment of property taxes.
  • Assists in identifying delinquent taxes.
  • Receives and responds to inquiries, concerns, complaints, and requests for assistance in areas of responsibility.
  • Compiles data and prepares various reports as required by the County and/or other agencies.
  • Assists in researching and verifying tax information for financial institutions, attorneys, and other individuals as requested.
  • Independently resolve taxpayer issues.

Other Duties:

  • Type, copy, file, process, mail, and or transmit various documents, including forms, billing invoices and statements, reports, correspondence, memos, notices, and newspaper advertisements.
  • Perform clerical work as required. Attend training, seminars, and meetings as required to maintain job knowledge and skills. Maintain knowledge of laws and regulations related to tax collection.
  • Set up new water and sewer service and collect payments for various services.
  • Assist customers with applying for the owner-occupied rate on their real estate.
  • Collect taxes for returned checks as well as water and sewer.

ABOUT YOU

Education and Experience Requirements -

  • High School Diploma or GED equivalency and two (2) years of experience.
  • Valid driver's license is preferred.

Applicants with equivalent experience and/or education may be considered.

Knowledge, Skills and Abilities/Attributes:

  • Ability to provide guidance to people, directly facilitate task accomplishment, and may have to give directions or assignments to helpers or assistants.
  • Handle or use machines, tools, or equipment requiring brief instruction or experience, such as computers for data entry, fax machines, copiers, telephones, or similar equipment, may service office machines, including adding paper and or changing toner or ribbon.
  • Perform semi-skilled work involving set procedures and rules, but with frequent problems. Add, subtract, multiply, and divide, and/or calculate ratios, rates, and percentages.
  • Read technical instructions, procedures, manuals, and charts to solve practical problems, composing routine reports and specialized reports, forms and business letters with proper format, speaking compound sentences using normal grammar and word form.
  • Perform clerical, manual, or technical tasks prescribed by standard practices, but which may require computation, the use of several procedures, and the use of independent judgments with obvious choices.
  • Requires normal attention for accurate results.
  • Strong written and verbal communication skills.

PHYSICAL REQUIREMENTS

Physical and Dexterity Requirements:

Requires work involving: standing, walking, stooping, kneeling, crouching, or crawling under 1/3 of the time; sitting, gripping or feeling with hands, reaching with hands and arms, talking, or hearing 1/3 to 2/3 of the time; and lifting up to 25 pounds 1/3 to 2/3 of the time.

Vision Requirements:

Close vision (clear vision at 20 inches or less).

Potential Environmental Conditions and Hazards:

The job may risk exposure to indoor environment, noise, and dust.
