The EM External Planner (Special Events, & Public Educator) will support Charleston County Emergency Management Department's team by assisting our stakeholders in the planning of large events throughout the county. These include, but are not limited to; The Cooper River Bridge Run, Awendaw Blue Crab Festival, Spoleto, Kiawah Island Marathon, many large preforming arts events, dignitary visits, protests and civil unrests, among many others. In addition, the EM External Planner will be the primary contact and facilitator for the department's Public Relations and Community Outreach program. This position must be able to support both these initiatives as well as emergency response as an EM Duty Officer. Our department is utilizing an intelligence and situation awareness approach to forward thinking decision making to empower our staff to be able to make the best decisions. This position will create a Situational Report once a week if not more frequent once it is established to provide a situational overview on the events, incident summaries, weather, health and medical information. The position will be responsible for our social media and coordinating with our Public Information Officer on new content. One of the other duties for this position is to assist the EM Trainer with Community Emergency Response Team (CERT) recruitment and teaching. The Emergency Management Specialist will provide strong support to the emergency services team by assisting in the enhancement of response capability, supporting the professional functions to ensure the effective execution of planning initiatives, exercises, training, data tracking and related deliverables in alignment with Emergency Management principles.

HIRING SALARY RANGE: $47,444 - $64,521 (Estimated Annual Salary)


Duties and Responsibilities

This position is for an Emergency Management Specialist - EM External Planner (Special Events & Public Educator) will assist in emergent and non-emergent roles. Applicants can expect to be on call for one week at time as the EMD Duty Officer. This will consist of receiving messages from our warning points, sharing information to stakeholders, having the option of a take home vehicle for the duration and working out of our Unified Mobile Command Unit when requested. This position will concentrate in event pre-planning, public relations, and community outreach. Must be able to respond/recall during activations to the County Emergency Operations Center (EOC) or throughout the region to support our partnering agencies during times that the EOC is not activated. Providing emergency management program guidance and support to public safety agencies. Assist with ensuring that the Emergency Operations Center is always in a state of readiness and coordinating with team members to meet EMAP Accreditation standards. Possess the knowledge and skillset required to operate advanced emergency management operating software. Promotes and facilitates NIMS, ICS, CERT and other Emergency Management training held within the county. Promote the department and educate citizens on emergency preparedness information at speaking engagements/events. Coordinate with EMAP officials and other stakeholders within the state, region, and county to ensure the EMAP standards are being met within the county. Coordinate recovery activities within the county by participating in the Tri-County VOAD and its Long-Term Recovery Committee.

Minimum Qualifications

* We are looking for an individual that has five plus years in emergency management or a related field developing plans for major events and working with stakeholders from all areas of government and the private sector. In addition, the individual should possess great public speaking abilities, and enjoy educating residents on disaster preparedness and similar topics.
* Bachelor's Degree in a related field of Emergency Management such as Disaster and Emergency Management, Homeland Security, Crisis Management, is preferred etc.
* Must have experience working well with other public safety agencies and municipal partners.
* International Association of Emergency Management or South Carolina Emergency Management Association Certified Emergency Manager is preferred or to become certified within one year of employment.
* This position must take the necessary courses and be familiar with our plans to become a Duty Officer within 3 months of employment.
* The position must possess or obtain a South Carolina E-class license to drive and operation our Unified Mobile Command Unit within three months of employment.
* Completion of HSEEP (Homeland Security Exercise and Evaluation Program) and Basic PIO (Public Information Officer) preferred within six months of employment.
* Ability to develop and execute presentations and general use of Microsoft Office Suite.
* Ability to be candid, transparent, and trustworthy.
* Ability to learn Everbridge, OCV App Developer, Alastar, Palmetto, etc. software packages.

Knowledge, Skills and Abilities

* Applicant must have a working knowledge of laws, regulations, practices, and policies relative to emergency management.
* Must have ability to work independently, establish priorities, plan for, and meet deadlines, have excellent written and oral communication skills, and have the ability to make decisions in times of emergencies.
* The position will assist in federal and state grant administration.
* Possess the knowledge and skillset required to operate emergency management computer software systems used by the Emergency Management Department.Closing Date/Time:
