The Public Works Department is comprised of eight divisions that fall under the direction of the Public Works Director. Each division provides an important service to the citizens of York County and contributes to the quality of life experienced by those who live in our county. Of those eight divisions, Solid Waste Disposal operates a construction, demolition, and land clearing debris landfill; and provides disposal services for household garbage.

ABOUT OUR OPPORTUNITY

We are excited to hire a full-time, non-exempt (40 hours per week), Heavy Equipment Operator I. In this position, you will learn to improvise, adapt, and overcome any situation or obstacle from on-the-job training. You will operate a variety of heavy equipment for the maintenance of the York County Landfill. You will also have the opportunity to learn to operate roll off truck, dozer, off road truck, compactor, loader, skid steer, grapple, grass cutting tractor, and track hoes. Landfill experience is a plus, but not required. All employees receive uniforms, safety supplies/training and $175.00 steel toe boot allowance.

Work Schedule: Monday - Friday, 7:00 AM - 4:00 PM with overtime available depending on department needs. Rotational Saturday work from 7:00 AM - 12:30 PM. As an essential employee, you are required to work during all inclement weather conditions and on holidays as needed.

Essential Duties & Responsibilities:
• Performing a variety of landfill maintenance tasks using vehicles, heavy equipment and machinery; including compacting waste, hauling waste, blading roads, loading and moving dirt, cleaning detention ponds, cutting and cleaning ditches and installing rip rap, checking dams, stacking brush daily, dumping 20 yard boxes, hauling metal box, lacing tires in trailer, removing downed trees from fence line, covering C&D with soil, basic land grading, cutting grass, sewing seed and blowing straw.
• Working in transfer station, operating a loader, yard tractor, or grappler.
• Inspecting equipment regularly for proper and safe operating condition.
• Performing basic mechanical task: cleaning air filters, adding fluids, greasing friction joints, etc.
• Operating basic survey equipment: transit, level, and laser levels.
• Operating Carlson GPS location equipment in waste compactor, tracks waste compaction, maintains safe 3:1 slope and controls daily construction of C&D.

Other Duties:
• Responding to after-hours emergency calls as required.
• Performing preventive maintenance, cleaning, and minor repairs of equipment, machinery, and tools.
• Other duties as assigned.

ABOUT YOU

ABOUT YOU - Education and Experience Requirements:
• Completion of high school/GED or specialized vocational training and 2 (two) years of related experience.
• Experience working in a landfill preferred.

Certifications and Licenses:
• Must possess high school diploma/GED equivalency or specialized vocational training.
• Valid state Class "B" Commercial driver's license required; Class A preferred.
• CPR and First Aid Certification and/or the ability to obtain through County offered training.

Applicants with equivalent experience and/or education may be considered.

Knowledge, Skills, and Abilities/Attributes:

Knowledge:
• Knowledge of operating heavy equipment that requires extended training and experience, such as waste compactor, excavator, pan, motor grader, yard dog, skid steer, dozer, roll off truck, flatbed truck, tandem dump truck, lowboy, grass cutting tractor, loader, off road truck, straw blower and other specialized heavy equipment.

Skills:
• Skilled in operating medium use equipment such as chain saws, mowing equipment, pole saw, concrete saw, blower, and other hand tools.

Abilities:
• Ability to speak or signal to people to convey or exchange information of a general nature.
• Ability to operate complex machinery.

PHYSICAL REQUIREMENTS

Physical and Dexterity Requirements:
Requires work involving: walking, climbing or balancing, stooping, kneeling, crouching, or crawling under 1/3 of the time; standing, sitting, gripping or feeling with hands, reaching with hands and arms, talking, or hearing 1/3 to 2/3 of the time; and lifting up to 25 pounds 1/3 to 2/3 of the time.

Vision Requirements:
Color vision (ability to identify and distinguish colors).

Potential Environmental Conditions/Hazards:
The job may risk exposure to indoor environment, outdoor environment, noise, extreme temperatures, vibration, moisture and/or humidity, dust, fumes, gases, poor ventilation, mechanical hazards, chemical hazards, explosive hazards, burn hazards, and potential for violence/physical altercations.

JOB DESCRIPTION

Working on Saturday is required in this position. All Solid Waste Disposal employees are placed in rotation to work on Saturdays. Saturday work is from 7:00 am until 12:30 pm and average 2 Saturdays each month.

Inmates are utilized at the landfill for certain task. At times you will work with inmates.

Solid Waste Disposal employees are essential employees. Meaning when county offices are closed due to inclement weather SWD employees are required to report to work.

County employees receive 12 holidays each year. SWD employees observe 7 of those holidays and will work 3 of the scheduled holidays.
