About the Department: The Public Works Department is comprised of eight divisions that fall under the direction of the Public Works Director. Each division provides an important service to the citizens of York County and contributes to the quality of life experienced by those who live in our county. Of those eight divisions, Solid Waste Disposal operates a construction, demolition, and land clearing debris landfill; and provides disposal services for household garbage.
ABOUT OUR OPPORTUNITY
We invite you to apply to join our team as a full-time (40 hours per week), Light Equipment Operator. The purpose of this position is to perform wide variety of unskilled and semi-skilled tasks in the maintenance of the County's streets, landfill, collection & recycling centers, and community.
Work Schedule: Monday - Friday, 7:00 AM - 4:00 PM with overtime available depending on department needs. Rotational Saturday work from 7:00 AM - 12:30 PM. Working on Saturday is required in this position. All Solid Waste Disposal employees are placed in rotation to work on Saturdays and average 2 Saturdays each month. Solid Waste Disposal employees are essential employees. As an essential employee, working during all inclement weather conditions is required. Meaning when county offices are closed due to inclement weather, employees are required to report to work. County employees receive paid holidays each year, Solid Waste Disposal employees observe 7 of those holidays and will work 3 of the scheduled holidays.
Full-time Benefits: Participation in SCRS: South Carolina Retirement System through PEBA ( scrs_handbook.pdf ) comprehensive medical benefits including dental, vision through PEBA ( benefits_options_2023.pdf (sc.gov) ), vacation leave, sick leave, longevity pay, eleven paid holidays plus three optional days/floating holidays. All employees receive uniforms, safety supplies and $175.00 steel toe boot allowance.
ESSENTIAL FUNCTIONS
- Operates a variety of mowers, blowers, sweepers, trimmers, edger, chainsaws, pole saws, and weed eaters to maintain the parks and lawns; inspect tractor and mower for safe and proper operation; maintain equipment as needed, replacing fuel, fluids, and oil.
- Assists with repair, removal and installation of sidewalks and walkways; fills in potholes, repairs road signs, removes and repairs asphalt; and assists with forming, pouring and finishing concrete.
- Collects and delivers materials from the collection & recycling centers to the proper disposal facility
- Performs litter pick-ups on County roads and at County facilities.
- Assists citizens in identifying proper disposal of materials.
- Performs regular routine maintenance and service of trucks and equipment.
- Stocks vehicles with supplies and materials necessary to perform job assignments; operate, clean, service, maintain, and perform minor repair on assigned tools, machinery, and equipment.
- Responds to service calls concerning emergencies or problems on a stand-by basis; work to reduce state of emergency and correct problems; performs overtime duties as necessary or required in order to maintain effective and efficient County services.
- Secures and partitions off work area as necessary with traffic signs, cones and barricades; flag and direct traffic around work area as necessary.
- Prepares various paperwork including completed work orders, job logs, and drafts reports.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
- High School Graduation or GED equivalent.
- One (1) year of operating light equipment or related experience or an equivalent combination of education, training and experience.
SPECIAL CERTIFICATIONS AND LICENSES:
- Valid driver's license is required.
Applicants with equivalent experience and/or education may be considered.

PHYSICAL DEMANDS:
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
- Performs light to medium work that involves walking or standing virtually all of the time and also involves exerting between 20 and 50 pounds of force on a regular and recurring basis or considerable skill, adeptness and speed in the use of the fingers, hands or limbs in tasks involving close tolerances or limits of accuracy.

Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.
- Involves routine and frequent exposure to: Bright/dim light; Dust and pollen. Extreme heat and/or cold; wet or humid conditions. Extreme noise levels, animals/wildlife. Vibration; fumes and/or noxious odors. Traffic; moving machinery.
